Not only zero credibility to the people of the US but around the globe. Bush has single handedly scarred and shamed the highest seat in the world. How will it ever be healed?|||A good statesman / stateswoman can turn this around.
I find it painful that the best America can do is elect an imbecile to its highest office, and even more pained that it MIGHT do it again, possibly electing a man who doesn't even belief in Evolution (!!!) --- gee, how about the earth being round -- and this will subject us to more ridicule.
On the other hand, in all fairness to Bush, he is also viewed as crazy and dangerous, which might work in our favor in some perverted kind of way, at least until we play russian roulette once too often.
As for Congressional credibility being low, those poll numbers are often misinterpreted (as they were here). The low numbers mean that the American people are disgusted with the LACK of willpower to erase Bush's damage and change the course of the country.

Seriously though, from the outside looking in, it doesn't appear that GW did much single-handedly - he had more than enough assistance and guidance from his strategy teams.
